Does this also include proposals for parts of the Python 3000 stdlib, e.g. changing or replacing a particular module API?

Good question. I think it is wholly unrealistic to expect much movement in the stdlib before July; let's plan to do the stdlib upgrade after 3.0a1 is released, and exempt it from the PEP deadline.
