FWIW, this is what I do for the ActivePython (and Komodo) installers: only do the PATHEXT, PATH and file association changes by default in final releases and require the user to select that for alpha/beta releases.
That's actually worth something; I'll see whether I can find the time to change this for a2. I'd like to make that computed, so I don't have to change the script for a release. Contributions are welcome.
