I'm unsure, I've never fully understood the intention behind --with and --enable. For instance, why is it "--enable-unicode" and "--with-threads"?
Like Martin explained earlier, '--with' is for options that require or might require an external package or library, and '--enable' is for enabling a feature wholy contained in The Software. So you have --enable-unicode(=type) and --with-threads(=external_threads_package).
