That's what ssh with public/private key pairs and "command=" in authorizedkeys is for. :-)
Yes, I know - while it solves this aspect of the problem, it isn't really simple, either.
There is some reasonable mechanism for doing this, as it IS done in some places. The guy who had set it up for one web site and was therefore supposed to be helping get it set up on a local LUG web site has thus far not done so. :-(
It may be that he has done something like you propose. However, I still doubt that you could do exactly that.
