That has not been my impression. I have seen quite a few people confused by the Linux odd/even system. I think the current major.minor.micro system works just fine.
I think the discussion should focus on whether more effort should be spent on micro releases. Perhaps 2.2.1 should have been finished before work was started on 2.3. Personally, I don't think so.
