Seems to me that for dev releases, there's no need for a "Windows installer". A zip file that contains the necessary install tree ought to be sufficient.
The Windows install tree is a radical rearrangement of the Windows build tree: building an installer and running it is the fastest way to build an install tree. Building a zip file on top of that would actually take more time (BTW, the Windows installer .exe is a kind of standard zip file: you can open it directly with WinZip and browse its contents).
