I don't always seem to get an email when a bug that I submitted was modified. Has anyone else noticed this?
Hard to say. I expect many Python-Dev'vers subscribe to a mailing list that gets an email for every change to every bug. For example,

recently showed up in my inbox. But I can't deduce anything from that; I believe the catch-all email address isn't dropping anything.
