Is the CVS server down or sick?

Works for me. OTOH, the latest bug report:

doesn't display any "Submit changes" buttons when I view it. All other bug reports I've tried do. I bumped into this while trying to assign the referenced bug to Fred (it's a crash when profiling XML code: it combines Fred's two favorite topics ).
