Aargh, this is very bad! I'm always logged in when I visit sourceforge (and I assume that most of us are), I wasn't aware of the fact that if you are not logged in you get no indication whatsoever that it is possible to submit bugs.
Do we have control over what is on that page, i.e. could we add a note to the top saying "If you want to submit a new bug please log in first"?
Otherwise I think the "bugs" link on www.python.org should go to a local page which explains this before sending people off to the sourceforge tracker.
