Indeed, Anthony brought the example of 911.com, which has been registered despite being illegal.

At least 911 is greater than 255, which unfortunately isn't the case for 123.

But all these would be caught by requiring a full 4-number address before deciding it's numeric. (I don't think it's worth allowing for 0-padding if there are less than 4 numbers.)
