One of these days I am going to put together an "Intro to python-dev" page that discusses the basic etiquette on the list and how to slowly get more and more involved.

There's already quite a bit of that at http://www.python.org/dev/ (follow the links to "Development Process" and "Culture"). Since you already have access to the CVS repository for the website, you could simply augment what's already there...
