I think you can't separate the two votes so easily. If I vote for a ternary operator, but then something with an ugly syntax wins the design contest, I may wish I had voted against in the first place.
It's say vote "for" the first, and if you don't like the second exert your BDFL veto. I don't think anybody would kick -- and if they do I'll give 'em a stiff talking-to.
