Speaking as someone who's using it for "production" purposes, I don't think reST is ready for prime time. Including it in sandbox/ or Demo/ would be fine, but I suspect reST is going to go through at least one more major API revision before it's released (i.e. within the next six months). Python 2.4 seems more like the appropriate timescale.
