Usually the M-q 'fill-paragraph or region' works nicely to format the current paragraph. It does not work when the paragraph has this form:

___ When the year changes, copyright legends need to be updated in many places, including the README and LICENSE files.

because of the '___' marker. Is there any trick I do not know? A REST mode or something like that?
