Barry Warsaw wrote IMO, this needs to be added to PEP 102 and there needs to be a list of people who will give a go, no-go on a new release. There needs to be timeouts though because we're all way too busy and it may just be that a release needs to go out before a person on the critical path has a chance to sign off on it.
I'm re-doing PEP 101 and 102 to change the various names to roles. I'll add a section to the top saying "You need to get a person signed up and agreed for each of the following roles. The people who have done each role in the past are..."
