In other words, if you build 2.3.1 from source with a framework build then "Show Info" on the applications will show them to be 2.3, not 2.3.1. Same for the Apple Help Book that is built in to the IDE.

As a procedural note, I would suggest that suggest changes are done immediately after the previous release, instead of shortly before the next one. The release branch should be releasable at any time, without having to ask anybody for permission. What gets done is done, what doesn't get done has to wait for the next release. The less coordination, the better.
