I had to edit the lines in the file /usr/share/latex2html/l2hconf.pm which mentioned japanese (by default! I'm certain I never changed them) and change them back to english.
The generated html documentation is now much improved.
Sorry to bother everyone for what turned out to be a fedora bug / configuration problem.
