Search for "Scripts to install" in the setup.py file that comes with the Python distribution. If there are other scripts you'd like to see installed, just submit a patch for setup.py.
But then the same file gets installed twice. I'd really like something like what Ilya suggested for the common case of files that are usually used as modules but that also have a command-line interface.
