Python on Windows. The Python interface to this function is in the C code in msvcrtmodule.c, which has a (very thin) wrapper around the raw OS system call.
I think Fredrik made two points in this regard. 1) The current thin-wrapperness is intentional, not a bug. 2) Changing the behavior would break programs that depend on this feature. Not good.
So, as Aahz also suggested, I suspect a new function might have more chance.
