I would say it's "encouraged".
I think there's no better way except subscribing and defining a filter for SQLite-related commits to be notified if other people commit changes to the SQLite module in Python?
That sounds like the least effort yes. mailman has 'topic filters' so one could define a sqlite topic for python-checkins and you could just subscribe to that, but that requires Barry doing something :-) (I think).
