The PEP responsible for functional (PEP 309) was written by Peter Harris, with the partial class (the module's sole member for a while) coded by Hye-Shik Chang and Raymond Hettinger. Comments in the module list Hye-Shik Chang as the maintainer.

I'd very much like to see functional renamed to functools, and I've cooked up the necessary changes to handle the move (SF #1478788).
