ET's not a canonicalization library, and doesn't claim to be one, so that reference isn't very relevant. And "most users" know that ET uses a simplified infoset; it's not exactly a secret.
I think you need to work on your FUD skills.
at least patch the stdlib's version of Elementtree to produce an output more in line with the w3 standard.
And that patch would look exactly how ?
