I disagree that python-dev isn't the patches list. People often discuss patches here (although much discussion is also in the tracker).
One worrying trend I noticed at PyCon is that it seems that quite a lot of communication between core developers these days happens over private email.
Do you know this for a fact? I'm a core developer, and I don't use private email much to discuss patches or other changes. About the only private mail that I exchange is about the mechanics of the release process (e.g. agreeing on specific days for a release).
