Yup, but DrProject (the target application) also serves as a relay and archive for email. We have no control over the agent used for composition, and AFAIK there's no standard way to include encoding information.

Internet-compliant email actually has well-specified mechanisms for including encoding information; see RFCs 2047 and 2231. There's no need to guess; you can just look.
