For programmers who want to target a 2-byte format (for win32 compatibility, for example)
As MAL said, this is taking the discussion in the wrong direction.
For people on Windows, win32 isn't a "compatibility" consideration. I suspect most users of the other platforms MAL mentioned and all others with their own native unicode implementations would agree.
