Function similar to :c:func:PyErrWarnEx, but use - :c:func:PyUnicodeFromFormat to format the warning message. + :c:func:PyUnicodeFromFormat to format the warning message. format is + an ASCII-encoded string.

So, the former, I'd guess :)
