I'm pretty sure the bugs list is still the primary spooled notification mechanism: http://mail.python.org/mailman/listinfo/python-bugs-list
Also, that mailing list (along with most python development related mailing lists) is mirrored at gmane.org which means it can also be obtained via a newsreader (NNTP) or various RSS feeds.
