Eep! That should be directed to http://docs.python.org/howto/unicode.html, the copy that's actually incorporated in the Python docs. I'll fix that immediately.
Regarding a smaller document for people who hit a UnicodeError exception: could we write a little Unicode FAQ for python.org?
