That has its highpoints;
give tracker entries a more professional appearance closer to what is done on code paste sites, code viewers, and wikis
provide a clean way to post code snippets (we've had past issues with whitespace being gobbled-up)
The downsides:
- it would probably need a preview button and markup help screen
- it's just one more thing to learn and maintain
- many ways to do it (code paste, rietveld, attaching a patch, plain text, etc)
- smells of feature creep
