Since nobody has stepped up to implement option B either, I think the only option seriously on the table is C.

Now, it may be that this PEP runs afoul of Guido's stated preference not to introduce any more backwards incompatibilities between 2.x and 3.x that aren't absolutely essential.

Well, a deprecation isn't an incompatibility in itself. Especially when deprecation warnings are hidden by default.
