Yes, it is.

It doesn't contain any link (to the issues). We may replace "Issue #xxx" by :issue:xxx (directly in Misc/NEWS) to simplify the process?

Replacing the issue links is the only preprocessing that I did.

And maybe move Misc/NEWS to Doc?

I don't think people would like that :)
