It is easier to add it later if it is needed, then to take it away if not needed.
2. Should 'Signature.format()' instead of 7 or so arguments accept just a SignatureFormatter class, that implements all the formatting logic, that is easy to override?

It is easier to pass different arguments to a function than it is to subclass and modify a class.
