2to3 should recognize the str(stringliteral) (or nstr(), or native(), etc) ​​as a native string and does not add prefix "u" to it. And you have to explicitly specify these tips.

That is already implemented. 2to3 never adds a u prefix anywhere, including not for str(string_literal).
