The Katoris were completed in 1940-41. Though classified as light cruisers, they were virtually unarmored, but had extensive communications facilities consistent with use as trainingcruisers in peacetime and conversion to fleet flagships in time of war. They had strong hulls but poor speed which limited their usefulness. They were rather expensive for units of such limited combat value.
