Uemura Mikio (1892-1946)
Uemura commanded 57 Division at Shenshefu, Heiho province, Manchuria, in March 1943. By 9 August 1945 he commanded 4 Armyunder Kwantung Army at Tsitsihar. When the Russians invaded, on 9 August 1945, his army was quickly separated from the adjoining 44 Army and unsuccessfully attempted a stand at Hailar.
Uemura was responsible for promulgating an order that all prisoners of warmust work for food. Though aimed primarily at officer prisoners, who were exempt under international law from being required to work, the order also led camp commanders to require sick prisoners to work or be starved.
