Known as "Copa El Pas" as the trophy was donated by the Montevidean Newspaper of the same name, it's played by clubs from all the departments of Uruguay, with the exception of Montevideo, since 1965. It was thought up by Efran Martnez Fajardo, a journalist from the "Diario El Pas". In some occassions, the Copa El Pas was also a qualifying stage to the Liguilla Pre-Libertadores. In 1993, 1994 and 1996, the best teams were qualified to the Torneo Nacional (Liguilla Libertadores qualifying Tournament), and in 1995 and 1997 the finalists were qualified directly to the Liguilla Pre-Libertadores. The only OFI team that has played in a CONMEBOL competition was Porongos (from Trinidad) who participated in Copa CONMEBOL 1996.

There were two editions that weren't finished: In 1978 only the Zonal Championships were played, and the four winners were qualified to the Liga Mayor 1978, to be played with montevidean clubs. In 1996, only one round was played between 18 teams, to qualify to the Torneo Nacional 1996, that qualified 6 teams to the Liguilla Pre Libertadores. The best teams from the Interior were River Plate (Rocha) and Central Durazno, that were eliminated in the Losers round by Rampla Juniors and Liverpool, respectively.
