Sir Arthur Keppel Cowell-Stepney, 2nd Bt. was born on 26 December 1834.2 He was the son of Sir John Stepney Cowell-Stepney, 1st Bt. and Mary Anne Annesley.2 He married Hon. Margaret Leicester Warren, daughter of George Fleming Warren, 2nd Baron de Tabley of Tabley House and Catharina Barbara de Salis, on 24 August 1875.1 He died on 2 July 1909 at age 74.2
He was educated at Eton College, Windsor, Berkshire, England.2 He succeeded as the 2nd Baronet Cowell-Stepney [U.K., 1871] on 5 May 1877.1 He held the office of Member of Parliament (M.P.) for Carmarthenshire.2 He was a clerk in the Foreign Office.2 He was appointed Fellow, Royal Geographical Society (F.R.G.S.)2
