Sir Graeme Bell Finlay, 1st Bt. was born on 29 October 1917.2 He was the son of James Bell Pettigrew Finlay and Margaret Helena Davies.2 He married June Evangeline Drake, daughter of Colonel Francis Collingwood Drake and Daphne Joyce Wolton, on 22 May 1953.2 He died on 21 January 1987 at age 69.2,3
He was educated at Marlborough College, Marlborough, Wiltshire, EnglandG.2 He was educated at University College London, London, EnglandG.2 He gained the rank of 2nd Lieutenant in the South Wales Borderers (24th Regiment.)2 He gained the rank of in the 5th Royal Gurkha Rifles.2 He fought in the Second World War between 1942 and 1945.2 He was admitted to Gray's Inn in 1946 entitled to practise as a barrister.2 He held the office of Member of Parliament (M.P.) (Conservative) for Epping between 1951 and 1964.2 He held the office of Parliamentary Private Secretary between 1952 and 1955, to the Minister of Health.2 He held the office of Lord Commissioner of the Treasury between 1959 and 1960.2 He was awarded the Emergency Reserve Decoration (E.R.D.) in 1962.2 He was created 1st Baronet Finlay, of Epping, co. He was educated at Marlborough College, Marlborough, Wiltshire, EnglandG.1 He gained the rank of Cadet in 1937 in the Royal Navy.1 He gained the rank of Midshipman in 1938.1 He fought in the Second World War.1 He was appointed Member, Order of the British Empire (M.B.E.) in 1946.1 He fought in the Korean War in 1950.1 He gained the rank of Lieutenant-Commander in 1950.1 He was appointed Officer, Order of the British Empire (O.B.E.) in 1952.1 He was a Section Flag Officer in Germany
between 1957 and 1958.1
