Francis Napier, 8th Lord Napier of Merchistoun was born on 23 February 1758 at Edinburgh, Midlothian, Scotland.1,2 He was the son of William Napier, 7th Lord Napier of Merchistoun and Marie Anne Cathcart.1 He married Maria Margaret Clavering, daughter of Lt.-Gen. Sir John Clavering, on 13 April 1784.1 He died on 1 August 1823 at age 65.1
He succeeded as the 8th Lord Napier of Merchistoun [S., 1627] in 1775.3 He succeeded as the 5th Baronet Scott, of Thirlestane [N.S., 1666] in 1775.1 He held the office of Representative Peer [Scotland] between 1796 and 1806.1 He held the office of Lord-Lieutenant and Sheriff Principal of Selkirkshire.1 He was 1st Lord High Commissioner to the General Assembly Church of Scotland between 1802 and 1816.1 He held the office of Representative Peer [Scotland] between 1807 and 1823.1 He graduated with a Doctor of Civil Law (D.C.L.)1
