Flottes de Combat 2002 (French equivalent to Jane's) presents a photo of Antigua & Barbuda Coastguard vessel "Liberta. it flies a White Ensign 2:3, with red St George cross, and National Flag in canton.

Is there no fimbriation between cross and canton? The flags looks a little bit strange.

In corr. 3 (2003) of Album des Pavillons [pay03], I have presented AG Coast Guard Ensign, classified as ---/-S-.

The Coast Guard are probably not part of the Navy, which does not seem to exist. Encyclopaedia Universalis Yearbook says that the armed forces in Antigua and Barbuda are 100 men member of the Eastern Caribbean joint defense system.

An image of the flag is seenhere. This picture shows the national flag as jack and Coast Guard ensign as well. It�s clearly visible that the ensign is longer than the national flag; its proportion seems to be 1:2. (image archived). Another image is seenhere(image archived), where also a 1:2 version is pictured.
In a Youtube video about a Coast Guard exercise, the ensign is clearly visible from 2:45 and from 2:54. Its proportions is evidently 1:2. Red is darker shade (British red), but blue stripe is lighter.
