Album 2000 [pay00] says:
7. Admiral in Command
Three stars �descending� diagonally. Used also byDeputy Chief of Naval General Staff and Commanding Naval Operations. (In Album 1995 the additional functions were not mentioned � probably not existent at the time or covered under different flags.)

(I based my approximation in images from theAlbum 2000 � stars are inscribed in circles 1/3 of hoist, and the circles are set on diagonals in the midpoints of rectangles obtained by partition of the flag field in 9 equal rectangles.)
