According to Die Symbole Österreichs by Peter Diem (1995) [die95], the Lower Austrian state coat of arms is crowned by a three-towered mural crown.

Origin of the flag and coat of arms
I have read that these arms (azure, five eaglets 2, 2 and 1 or) are also known as Austria Ancient, being the arms of the rulers of the Ostmark before that district became a Habsburg possession (and a separate duchy, named Österreich, within the Holy Roman Empire). It is mentioned on the Swiss pages that the original Habsburg arms were or, a lion rampant gules.
