In his presentation on maps on flags, Mason Kaye provides the following description - note that the illustration does not match the description:

This is the Australian yacht KOOKABURRA, nevertheless the patriotic element predominates in the design which shows a kookaburra with wings outstretched superimposed on a silhouette map of Australia. The flag illustrated,devised in 1985, is one of at least three different flags used by Kevin Parry's Task Force #87 Defence, which field is a bicolour of equal horizontal yellow/white/yellow stripes with a black and white kookaburra in the centre over the map coloured orange for the mainland and white for Tasmania. Between Tasmania and the mainland is the small inscription in black 8 1985 Task Force #87 Defence; along the bottom edge of the flag in larger black capitals appears the name KOOKABURRA.
