The Chairman of the Ministry Council (Voennomorski flag na predsedatelya na Ministerskya s'vet) (Prime-Minister) is as the Naval Ensign, but the lion is replaced with the state coat of arms. This one could not have been used until 1997 and the determination of the coat of arms design.

The Minister of Defence (Voennomorski flag na minist'ra na otbranata) as the Naval Ensign with the "element of the national coat of arms" instead of the lion.Album des Pavillons (2000)shows this "element" as the lion within a yellow wreath - though it is not at all clear if in 1991 it was already that design.
