Governor's Flag
According to the ceremonial of the state of Minas Gerais, the Governor of the State of Minas Gerais has a distinctive flag, which indicates his presence in government buildings and barracks of the state Military Police, the Fire Department of State and State Civil Defense. Here is the text of rule as provided by the ceremonial of the State Government:
"5. SPECIAL FEATURES
5.1 Ensign of the Governor.
The format of 90.0 x 135.0 cm, divided vertically, in the right field the dimensions are 67.0 x 90.0 cm and the the left field (68.0 x 90.0 cm), this field next to the flag pole, has the color white, where is centered the seal of the State of Minas Gerais, occupying the area of an imaginary circle of maximum diameter of 62.0 cm. The far-right (67.0 x 90.0 cm) is divided horizontally into three fields in the same area (67.0 x 30.0 cm) and has the colors blue, golden yellow and red respectively from top to bottom ."

In addition to the ensign, the Government of the State is also represented by an ensign, measuring 1.35 m x 1.93 m, that's a white field with the seal of the State of Minas Gerais (coat of arms) centered, used primarily at the ceremony of taking up of
office of the new governor elected as a symbol of the government which takes office.

During the taking up of office of the new governor of the State of Minas Gerais, I saw two flags side by side, one the flag of the state, the other looking like a governor's insignia: a white field with the state coat of arms at the center.
