The municipality of Eug�nio de Castro (2,721 inhabitants in 2016; 41,938 ha) is located 440 km north-west of Porto Alegre.

Eug�nio de Castro was settled in the 1880s by the Marcondes,Teixeira, Alves, Carneiro, Anjos, Rodrigues, Ribeiro, Cardoso, Oliveira, Ramos and Car� families. The urban nucleus emerged in the 1920s.
The municipality is named for Eug�nio de Castro, who settled in the town in 1927 and pioneered commerce. The municipality o Eug�nio de Castro was established by Municipal Law No. 8,582 promulgated on 29 April 1988, separating from Santo �ngelo.

The coat of arms (and indeed, the flag) of Eug�nio de Castro is prescribed by Municipal Law No. 19 promulgated on 15 February 1989.

Article 1.
The coat of arms shall be used in the center of a rectangular flag with a white background and the same dimensions as the national flag [...].

Article 2.
The coat of arms of the municipality of Eug�nio de Castro is composed of a shield divided into three parts. Sinister a field vert with the silhouette of a white bovine cattle and a red tractor, symbolizing agriculture and cattle-breeding, the municipality's main sources of income. Dexter, on a field argent, the representation of a black kettle on trivet, symbolizing the population's traditions and hospitality. In base on a field gules a cross argent recalling that the municipality adopted the missionary religion. The shield surrounded on two sides by wheat, soybean and maize plants, representing the region's main crops. The shield surmounted by a four-towered crown or, as the symbol of a "cidade". Beneath the shield a scroll argent inscribed "29-04 EUG�NIO DE CASTRO 1988, in the same colors as the flags of Rio Grande do Sul and of Brazil.
