The municipality of Santa Maria do Herval (6,100 inhabitants in 2010; 13,920 ha) is located 75 km of Porto Alegre.
Santa Maria do Herval was established in 1853 by German immigrants, as Picada Herval. The district of Boa Vista do Herval was created on 31 October 1912 as S�o Leopoldo's 8th district, to be renamed to Padre Eterno in 1935, and eventually to Santa Maria do Herval on 1 March 1950. Santa Maria do Herval was transferred in 1958 to the newly formed municipality of Dois Irm�os.
The municipality of Santa Maria de Herval was established by State Law No. 8,634 promulgated on 12 May 1988.

The flag of Santa Maria do Herval is prescribed by Municipal Law No. 12 promulgated on 18 April 1989.
Article 1.
The municipal flag of Santa Maria do Herval shall have the official dimensions and be composed as follows.
I. The two lateral parts, arranged vertically, shall be:
a) on the right, yellow
b) on the left, green.
II. The central part shall be white, separated from the lateral parts by two narrow red stripes of 2 cm in length, red, and charged in the center with the municipal coat of arms.

The coat of arms of Santa Maria do Herval is prescribed by Municipal Law No. 13 promulgated on 18 April 1989.
Article 1.
I. The emblem shall be composed of three parts.
a) Shield
b) Scrolls
c) Outer symbols of the municipality, the state, the nation.
II. The shield shall be composed of three parts.
a) Identification of the municipality
Silhouette of green hills typical of the region, with a white waterfall in the center, on a celestial blue firmament background, in the center a crescent moon and sun rays, as symbols of progress.
b) A mate ["erva-mate"] plant, the municipality's namesake.
c) A colonist with a hoe on the shoulder, to represent agriculture.
d) Separating and surrounding the shield's three parts, a narrow yellow stripe.
III. The scrolls shall be white, bordered in yellow and inscribed with:
a) Santa Maria do Herval's date of emancipation: "12 de maio 1988"
b) The municipality's name "SANTA MARIA DO HERVAL - RS".
IV. Outer symbols of the municipality, the state, the nation.
a) over the scroll charged with the municipality's name and on the sides of the scroll charged with the date of emancipation, two light blue isosceles triangles outlined in yellow, charged in the center:
- on the right, with tubercles representing chips production
- on the left, with a factory with a chimney, representing local industry.
b) beneath the shield, two mate branches
c) On the shield's right and left, respectively, the flag of the state and the flag of Brazil, with staffs crossed behind the shield.
