A photograph on in the article about "FESTIVIDADES EM COMEMORA��O AO 59� ANIVERS�RIO DE FLORINEA", dated Ter, 08 de Janeiro de 2013 08:18", currently found at http://www.florinea.sp.gov.br/index.php?limitstart=35 shows a lady holding a flag with the colour of the field of the coat of arms, and with a flower from the coat of arms in the lower hoist, and with not enough visible details.

Similarly athttp://www.florinea.sp.gov.br/index.php?option=com_phocagallery&view=category&id=35:5o-conferencia-municipal-da-assistencia-social&Itemid=104the usual flag stand with a flag with the colour of the field of the coat of arms, and with a flower from the coat of arms in the **top**hoist, and with not enough visible details.

In all, I'd go for yellow with a red flower from the coat of arms in each corner and a small coat of arms on a blue disk in the centre.
