Here is flag of Uzda and Uzda district.

I found here that the rayon's flag is supposed to have some device in the flag (Google Translate saying a white stripe) that is 1/10th of the flags height.

"Флаг города Узда и Узденского района представляет собой прямоугольное полотнище с соотношением 1 : 2, состоящее их трех горизонтальных полос: верхней – голубого, нижней – красного цвета, составляющих 1/10 ширины флага, и центральной – белого цвета. В центре лицевой стороны полотнища на белой полосе расположено изображение герба города Узда."

However, I am not seeing this at all from the links found here and hereso I am not sure if the law was changed to remove this or was Google Translate being wonky.
