Description of the flag

The Township of Tay is in Simcoe County in Ontario, Canada. The flag of Tay township has three vertical bands blue-white-light blue, with colours ratio 1:2:1 (at least it looks like that to me). It can be seen on the photo of the Council chambers and in a bigger image.

There are four flags on the photo - Canada, Ontario, Tay and (what appears to be) the former flag of Simcoe county.
